Still doing lots of research, but I'm wondering: What has been your experience in construction costs on a per square foot basis?

I am one of those guys who didn't do the homework and bought without setting foot in the city or seeing much of the property...although I will say that the real estate agent gave us a live video tour of the place and we liked what we saw.  

Anyone interested in need of lipstick rehab job - in the last two years new fence, HVAC, 20 windows, kitchen ten years old ~ 4,500 square feet 4br 2.2 baths three levels, pool an so close - three lights  to 66 - and one exit from 495 and hot lanes.

I suggest checking out the Four Square Method.

"Zoning Plat and site plan", "Erosion and sediment control plan", and a "footing and foundation plan with details". 

For this reason floor screwing has become an "upgrade" item and a cottage industry of guys who just do floor screwing has developed, and they charge by the square foot.

But I have two 4 ton splits in a high cubic foot house in Texas and house is occupied during the day.

So today I texted everyone back with a unanimous rejection about either how “small the place was” or “this isn’t what they were looking for” in the listing it does say a 600 square foot studio apartment.

Comparatively  speaking the lot  size and 200  square foot more isn't going to bring  you in much more rent  unless  you have an extra bedroom.
