Look for them on facebook to see if they're lying (pics of them smoking when they say they don't, etc.).I also would ask them why they're moving when I showed them the unit.

Make it part of your system to do an inspection every 6 months, where you check smoke detector batteries, filter, check for leaks, running toilets, etc.But, no, the appliances are your responsibility, unless you have a lease and state laws that allow you to make the tenant responsible.

Beyond that you've got constant fighting with the neighbors, layers of nicotine caked onto your walls, constant complaining, broken windows, no batteries in your smoke detectors, and a yearly Section 8 inspection that requires you to pay to fix a whole bunch of tenant caused damages.

For example "No cooking grease, oil, animal meat bones, pasta, rice, any other substance down the garbage disposals except apple and carrot peels and liquids with no solid matter such as juice and soda" and "no vaping and smoking of any tobacco product, marijuana or any substance" on the property, including the backyard"
