Wyoming opened their Emergency Rental Assistance Program two weeks ago. 

However, I have heard horror stories about the homeless that can park out there and the police not coming to assist, gunshots, disrespect for your property, human waste lying around, and drug houses, and more.

If they won't give you the time or clearly don't care about your questions and their answers reflect that, then it is easy to move on, in my opinion.
