Anyway, the reason why I think that appreciation *in many cases* does equal speculation is because newer investors like/want to bake it into their financials. 

Fresh paint is something you could do.

From what I've heard the savings are somewhat baked into the fees that the operator running the fund takes and each QOZ is only as good as the managing group and the actual property.

So it was our twice baked potato house.  

Same with power washing roof/ driveways for $200 once every 2 years to keep our rental fresh.

Yes I will have a mold person out, and have someone remediate, and check after...should they accept my offer, which I'm not counting on as banks are just like that.The mold exists because the house was foreclosed on in Dec, realtor says the pipes burst, to me looks someone re-entered after, and turned the water on as they walked out of the building, from the way the mold seems to have spread, and the basement was clearly flooded as all the utilities are covered in fresh rust.

The entire house got a fresh coat of paint (interior + exterior). 

It can happen sometimes but its typically going to be harder to get than a fresh hard money on a buy/rehab and you'll likely have to pay up fees/high rate

They won’t be expecting the same money as their neighbors with the shiny new kitchen and fresh paint.

I have always heard it is best to kick out the old owner and start fresh.
