and many investors are looking for the c- neighborhoods because of that  investors looking for those C - D props are either locals who know the score and self manage or they are out of area investor chasing paper yields and have no clue as to the risk/ reward aspect ..

Finding a contractor that does quality of work you want is probably the most crucial.

My most worrisome part coming into this is the money aspect.

That will go to seller financed transactions where any lien is made in connection with that property.Doing seller financing, you're not subject to banking regulations but to civil and criminal aspects of fraud, showing or telling a seller something that is not true can still be fraud in that transaction where that seller relies on the financial information given to determine if they should extend credit.
