Proper privacy, asset protection, insurance and liability reduction are all parts of the puzzle. 

@John Underwood should I let them pay for the fans and give them a reduction in the rent?

@Alex Juarez  Beyond the obvious of just doing the right thing by providing safe housing for your tenants, if you buy it and don't fix it you are just going to be on the other end of the table when it's time to sell next and likely be on the hook to fix it or required reduction in price. 

I've asked for a price reduction to account for the low rent.

Its only one metric and you're backing into it in this case so I wouldn't put that much weight on cap rate in this situation.When I underwrite deals for Net Lease assets I care about the cap rate.

Older standard weight cast iron pipe may be wearing down after that long.

I would be careful with self-leveler because of its weight.
