So this lease is between my neighbor and this tenant (which we resigned after his first year and created a new lease for another 12 months) and this lease does have an additional clause that in case of maintenance or any other issue, he can contact me (landlord authorizing me to handle service request on his behalf as a consultant).

Good luck and at a minimum maybe you can get that last payment back since no work was completed and the payment was sent out, unless you authorized the payment.
