I think that when they add all these artificial rules such as the owner-occupant period, they are only hurting themselves.

I'm in socal and when we bring a new rental house online, new front lawn sprinklers with timer, valves, digging, etc. start at about $1,000.

I would say evaluating property taxes before purchase in my area Mello Roos is a big deal and can make property prices seem artificially low. 

Does this cover water/sewer, house electric, lawn care, trash removal, pest control, admin/professional costs?
