Engineers focus on systems and design, calcs, and safety measures for the most part.the folks above are correct in that the rules should be somewhat similar.

Mine states all vehicles must belong to Tenants, be operational and licensed, no trailers/RVs/campers and other recreational vehicles without prior written approval, park only in designated spaces, no maintenance work can be done on the property, etc.

We were able to re design the floor plan to allow for a laundry closet that was out of sight and out of mind so it wasn't an eye sore.

Not to mention the design matters.  

A lot of municipalities have future land use maps designed for their future vision.

Guess I need to warm up to what “attractive” means.

When I mean SRED, referring to similar to green building, that is correct, coming from Materials, energy efficiency, passive house design, envelope, water collection, SIPS or MODULAR, etc. 

I think part of what makes my entrepreneurial spirit is the attraction I have the bright shiny objects and what I call - Oh Look a Squirrel syndrome. 

Design is not my thing and I got lost with all the options, I do it from the other side of the country...Thank you all!
