On the first Tuesday of each month, each county is allowed to hold a tax auction where you can purchase properties on the court house steps (not all of the 254 counties exercise their State given right). 

Is the property held in a trust or does the heir have court powers?

Track down the city office responsible for the matter.Often, administrative actions go through the municipal court or fall under ordinances that give court orders, those orders may include no trespassing.
