Since these are private there are sometimes very old covenants that were recorded before HOAs were common, and so today some of them are unenforced, and possibly completely unenforceable since they've been violated for years without action being taken...that can only be known by seeing what it contains and who is protected by it.

@Kervin Mack it is common to find owners who run every expense they can find through their real estate, even though an accountant would likely not approve. 

Is it common for your clients to use multiple real estate agents (i.e. - not just you).

Although not as common as we used to, we still every now and then have properties that fit the criteria you described.
