I think it depends on how comfortable you want your tenants to be, but me personally I wouldn't add it.

They suggested adding an external cleanout for about $8,000, and we agreed to split the cost by adjusting the home’s price.However, after installing the cleanout, we discovered that the actual problem was far more severe.

General Contract Language- Broad language allowing PM to receive and collect fees from tenants so long as it doesn't explicitly conflict with said agreement (meaning any additional fees can be added even if not in contract)?

I would suggest to meticulously research the area in regards to the class of neighborhoods, school ratings, crime rates and demographics as some areas cash flow well but require more "management" due to the class of the neighborhoods.

Instead I will offer a simple suggestion.  

In comparison to personal residences, investment properties may demand additional documentation and underwriting requirements from lenders; nonetheless, a credit score of 730 is generally regarded as acceptable and may qualify for advantageous loan conditions.
