@Tyrik Hasan Blocker, you need to use a bulk skip tracing service to do this for the most part. 

Would like to be able to tweak appreciation, interest/debt service, operating costs.

Even with this disconnect on the purchase price, I am still excited about the property because it will help clean up the neighborhood as well as should be profitable even with extensive repairs.

Profit has to be made in order for those products and services to continually be offered, improved and consumed. 

Those old homes had knob and tube wiring and smaller service panels that will not stand up to today's electronics usage.

I also want to thank you for your service to this great country. 

You're paying for service and you're not getting it.

I am definitely pro-affordable housing, and I think it's great that properties that are clean, safe, and secure are made available to those with lower incomes.
