I want to make new leases in my LLC's name and as an insured party for each tenant. 

Creating an LLC with three members and later buying out one of the members would not create a new basis for the property. 

One of the major downsides of using an LLC is that you cannot get agency debt on those properties. 

He has an LLC formed in Florida and Tax id, but no US income or anything yet.
