Personally If these rules keep investors out or financial trouble, I think they are very worthwhile.

I had trouble finding a bank that would do two dwellings and ended up with a loan requiring 25% down and a few upfront points with 7.5-8% interest rate depending on lock in day.

I’d take his answer carefully to the bank. 

I am sending mailers, but would rather not list my personal residence or use a PO box.

Person A has the renter's insurance while Person B does not, but Person B's belongings is "mostly covered" by Person A's Renter's Insurance.

The architect will have a structural engineer they usually use, you can go ahead and use that person or someone else.After that is done, have your architect draft a bid form/template. 

I have not done this personally but I do have several clients who are in year 1 or 2 of utilizing this strategy.
