:D Kelsey,I would think that $83 a sq ft is just about material / labor cost in California.A lease/option would be when the seller offers the home for lease / rent with some part of the lease payments set aside towards the down payment.

My sweat equity and wise spending on materials/labor has led RE broker to expect it to sell for 30% profit after investment/broker/taxes, etc.
