(You should always send a notice to everyone that is late--regardless of the excuse--once they miss the due date with or without a grace period.)

Many people claim they submit deals to his team and they always seem to find "excuses" or "reasons" why the deal is no good, so nothing ever materializes and, thus, they never get paid.

I think it can be an excuse, but I also don't think it hurts so long as you're coupling it with taking steps that keep you moving forward, even if they are baby steps at first.
