I admit I only skimmed your post but to answer the question you pose in the title; All the banks and servicer's I have dealt with, Chase, Bank of America, IndyMac, Ocwen and others, require the property to be listed with a realtor before they will entertain a short sale.

what I understand though of the Crestcore portfolios is they are one of the few that will take on the C D class.and your just not going to have consistent returns in  those assets in virtually any big city in America.. some of this is probably caused by the investor themselves buying something they had no business buying..  

I'm sure those in Memphis, TN can calm my fears though ;-)Memphis proper, like a lot of major cities in America, may not be growing, but the MSA is.
