So between former PM warning him during closing, my conversations with him, and the 46 day notice, he’s known for over 60 days he needed to leave.

You don't have to heed every warning but you do have to HEAR every warning.

It appears that home prices in several markets did take a bit of a dip in 2007 so there was sort of a warning, but that doesn't mean that it would happen again.My hope is that prices will stagnate but not come crashing down. 

I always warn my buyers of the risks, but overall, I don't often recommend those certificates are required for sale.

And if it is only partially occupied then there is a warning sign as to something  could be wrong.
