Any thoughts on how to choose - what metrics to evaluate, resources to read to help? 

We have minimal resources as far as money goes, but we have a relatively long list of upgrades (window treatments, hardware, light fixtures, paint, etc).

It is also a waste of resources, consuming space and massive electricity.

Are there particular tools or resources you recommend for finding and analyzing comps accurately?

A handy search bar in the upper right makes it easy to find previous discussions, blogs, podcasts, and other resources.

If it is a market rate class A, B or even C properties, I would say that it (basic maintenance) is something the tenant should handle considering that for these properties the tenants likely have additional resources to handle small maintenance issues.
