You should be able to procure at least $5k-$10 to start basic cleaning and gutting and flooring and drywall at the least before you're thinking of buying a house with alot of needed repairs.

If convenient, I would meet the dog because I’d want to know what type of personality it has, and I would probably also request that the tenant procure additional insurance for the dog in case it bites anyone and provide documentation to show it.

As stated, if you want to purchase the property under an LLC you will not be able to procure a conventional, residential loan....and commercial loans typically come with less attractive terms.

I would try to procure private money at a reasonable interest rate before seeking hard money.I have one private investor who has invested in four of my projects at 5.5% which is significantly better than he was getting in his credit union's money market account.Having said that, hard money works short term.
