Any pipe can freeze not just old pipes.An occupied heated house does not have the problems you descibe.A vacant house is Winterized if you are not heating it to at least 40 degrees.

If it doesn't look bad and the inspector hasn't already called it out then I wouldn't worry about it since it probably doesn't get cold enough there for the pipes to freeze
