P.tax and insurance rates are REACTIVE, because they are based upon a % of the property value.

To improve your approval chances, use rental income from your first property, consider co-signers, and explore lenders that use Income-Based Repayment (IBR) for student loans.

The tenant base, on average, tends to be rougher on the properties, moves more frequently, and cannot absorb any rent increases.  

I would only underwrite based on actual rents not proforma.
