The last property I sold in San Diego was a single unit which I traded up (through a 1031 exchange) to purchase a 4plex....I could not tap into enough equity solely through a cash out refinance (typically 75% LTV) to make that purchase, so I had to sell.  

I believe it's worth putting in that effort because these are long term investments with tens to hundreds of thousands of dollars invested. 

Basically, they are saying they will bid up to AT LEAST that price so unless you are willing to exceed that its not worth even bidding.

They typically have high leverage so your equity would give you significant purchasing power.

It may be worth looking into getting some sort of partner that has greater access to credit or loan ability.

Yes it is possible, but there are so many land minds to step up, and the penalties so severe, it almost isn't worth it. 

Note that many fields are required on the forms and typically only the seller is going to know the right info.You will also be required by state law to sign a listing agreement with the listing agent.
