Regarding the value basis for the refinance,  if you a) have good comps (most recent and similar and proximity) and b) keep the rehab list you have done, then you can get an appraisal that reflects current market value.  

Not only is a Property Manager often responsible for managing the physical asset and accounting but also tenant management- which can prove to be the most daunting of all tasks.

It's not always physical condition that makes these the "dregs".

I understand physical REI more than I will ever understand paper type assets (stocks, bonds, etc).

Physical acts must show that the possessor is exercising the dominion over the land that an average owner ofsimilar property would exercise.

Proximity will have some factor as well, if you live a few minutes away regardless of where it is you can market harder and show it easy.
