@Jon Lee After an investor files a quiet title action challenging the bank debt potentially wiped out by the HOA lien foreclosure, won't the bank accept pennies on the dollar for its loan, rather than paying attorney fees and potentially getting wiped out?

@Jon Allen, I agree with @Greg Scott especially the last portion of his response where he says that providing the parts and not coordinating a professional repair implies that you intended to give permission for the tenant to do the repair themselves.
