Building your team before you find your first property is as critical if not more to ensure you're ready to take action when you find the property. 

It was just less headache and ensured that no damage was done to the unit in moving it. 

Obviously market value is still a bit subjective, especially with limited data so I don't want to get too hung up on that portion of the deal.

The only way to tell for sure is to get data and start analyzing it.

If so, how would an appraiser get all data (expenses in particular) necessary to calculate an accurate NOI?
