There is very little control you have over this. 

I'm a GC, and I know MY basic rates (been at it for 18 years), but venturing out into the financials of an entire build start to finish are a new realm to me.  

You get to control that emotional message.

Use their crew with total control of the work flow and the speed at which it gets done.

If it was in the deceased name only, then the will controls.

The intent was likely that this notification to maintain right to move family into unit was to be included in the mandated notification that the unit was rent controlled and that notification was intended to be provided in a timely manner.
