When working with Civil Engineering, Is it best to simple pick on firm and go with them, Or is the 3 quote rule in effect at this stage of the process? 

This is an over simplification, but with a roof they basically look at it and say to themselves.

It is illegal to discriminate against a tenant based on their source of income so I would advise against even mentioning this in any way shape or form.Are you qualified to purchase expensive RE?

They would need to make "improvements" to the property, wheel chair ramp, handicap accessible showers, etc.

I know this is not typical for a renter though, particular in a relatively lower income area where my class C property is located.
