I'll bet lunch that there is asbestos, that's a sure thing unless it has been removed in the past.Financing, check with your local (city) economic development office as HUD has had funds for rehabs in targeted zones, with the age of that property sounds like it might be an option.

So towns with small colleges, some type of governmental installation, smaller state capitals etc. are all good places to start.Keep in mind these types of places are not without risk because the economics of the towns are easily bent up or down based on the state of the institution they serve, also you probably are not going to see huge gains in value.
