I wouldn't hesitate to name them publicly and file a complaint with the BBB. 

. - with an individual owner, you can easily locate their information on public records and market to them with all traditional methods (DMM, PPC, cold calling, door knocking, etc)- with a corporate owner, you probably need to have a tighter game plan (network with commercial brokers, formal mailings)the type of property will make all the difference with your marketing

Public water or well?

Everyone loves to brag about methods they succeeded with, and of course when you fail you do not want the public to know so no one hears about the truth of these methods.If you  say here: "it didn't work"...

Also confusing with ADU licenses is that in the public records search sometimes the rental license is listed as multifamily when its an ADU, but there tax record will indicate 1 unit.

Not sure what your message is, but I've seen flyers that explain the numerous problems that mailer can solve such as taxes, foreclosure, etc. without specifying the one thing you know they are having trouble with as some people will see such direct targeting as invasion of their privacy although such information is public record.
