In some cases if it’s significantly less in the same building it could also mean that the building is not all 100% fee simple and that the very low priced ones are sold leasehold.

If you sold a property of $100K and are buying a duplex for $200K then you could live in 50% of the property.The valuations n your scenario seem to work but iI think you've got a different potential problem.
