You might need to clarify the status of your license (if differences exist in CA) to get the same answer from two different government bodies.

I've found all kinds of buy and hold info for out of state but nothing for what I am attempting to do.I'm looking into buying extremely cheap houses (REOs, HUD foreclosures etc.) out of state then selling them with owner financing.I have heard of people doing this and I did it myself years ago with not so gratifying results.
