It's a pain to deal with and it takes away a lot of the advantages of using a self-directed IRA.

Sparing y'all the painful stories, here are my biggest learnings. 

If you are confident in your numbers and your holding costs won't be too high, then this should be a good deal, but if you are even a little bit off on the ARV or rehab you could find yourself in a world of pain.

To refi close to a sale is to waste $4k ish in refi costs and all that qualification pain. 

If they never get money out of him, that's going to set the stage for the city to have no power to enforce their own rules.I agree, they are not on the land owners side and they are a pain to work with.

I guess what I am trying to say is that this will not be a small undertaking, it will not be cheap and if it were me, a guy who could do the work at cost, I would consider using the cash to buy an updated property and put extra cash towards the things that increase curb appeal and rentability and leave the rewiring to someone with a passion for self inflected pain. 

You want to find motivated sellers, find their pain and solve the problem to create a win win situation.
