However, as a contractor/investor that comes into contact with lead paint on almost a daily basis, I also appreciate the need to make both workers as well as tenants/homeowners aware of the hazards.I'm not trying to swing you to my way of thinking about this, just offering another point of view.  

Cash flow is very hard to find in NYC -- maybe deep out in Queens or the Bronx, but the trade-off is that the areas are not as likely to appreciate as quickly.

Thanks for the added advice, I do like the idea of splitting up the money and putting it in different outlets, and getting a duplex or something and learn the trade for a year.

If you can swing it buy more than one property at each duty station to get better traction with the housing officer ( let me know if you need a partner to make this happen i syndicate deals every day).

If you are nice about it, most contractors will be happy to show you all of their tricks of the trade and you'll learn a lot.If you submit an offer based on your repair estimates, validate all of these estimates with contractors while you are in your due diligence/inspection period of escrow.

You are trading simplicity and minimization of your time commitment for generally lower returns (those firms need to earn something for their services).
