The tenant does not need to agree or be present for a landlord to enter as long as the landlord has given clear notice 24 hrs ahead.

On the other hand, if they’re just month-to-month tenants, you can go ahead and give them notice now that you’ll be switching them over to your rental agreement. 

I agree with @Evan Kraljic, we create our opportunities through reno's, increasing rents, and being a 1/2 step ahead of everyone else by being willing to take calculated risks.   

We are in the middle of a 1984 that has the ugly wallpaper, we were just going to prime and paint, but it cost such a small amount to go ahead and tape and texture we decided to do it.

Only ask for a highest and best from the applicants who you think will treat the property well and help to minimize your long term costs.Assuming you would be happy with any of your applicants, go ahead and ask for some more money.
