Even if the landlord started the repairs, it is landlord's responsibility to document and provide copies of receipts, invoices of work done to restore unit to pre-move in status.

If she wants to give money as a gift that’s fine, just do it below the gift exclusion for tax purposes, but taking a loan is probably a bad idea
