I would only provide it if the investor is willing to pay for certified contractors that pull permits when needed and don’t try to cut corners.

In California, most building departments allow general contractors to obtain electrical permits when we are performing 3 trades on a job site and I do a lot of electrical work that passes inspections.Since I am not a licensed electrician I cannot argue with someone who is licensed because I am very confused if someone is saying that when using Romex an electrician has to attach the ground wire to both the metal box and the GFI, or a regular wall receptacle.

I would suggest googling a zoning map for your target area, you can then dqwnload a "table of permitted uses" from the county's website.
