I'm also concerned the closer to C the neighborhood is, the more this "utility abuse" will occur.I just discussed this with @Ryan Murdock. 

They are closer to 25-30% of that... depending on finishes of course.

one is paid every year (and it looks to me is closer to $20), the other is paid at the beginning when you form the LLC, one time, and is $520.

They responded back with a sassy text about how things they agreed to (switching sides, cutting grass, shoveling snow) are ridiculous and should exempt them from a security deposit.

Well @Wendy Bykowicz with the OPRA it will help to get FREE or Cheap (depending) records of code violations, such as uncut grass & uncut grass a certain height.

It hasn´t even had a big impact on the UK market to be honest, although that could change as Britain gets closer to the actual exit.
