Obviously new fixtures, cabinets, flooring and lighting is a must as is removing the popcorn ceiling if you can.We always start with a concept and walking the actual property, it tends to speak to us and we can and often do make changes. 

We had a old style combined mirror with light medicine cabinet and could not find a lighted mirror to replace it that produced any appreciable light so we had to do a seperate light. 

I made an insurance claim to have this fixed as there was extensive water damage and possibly mold under the cabinet and in the basement ceiling.

There were no clothes in the closets, all the kitchen cabinets were empty, there was no shower curtain and no toiletries or toilet paper in the bathroom, and most of the light fixtures didn't work.

This can't be housekeeping (unless that's in the lease), but can be holes in the wall, stained carpet, damaged cabinets, etc.
