This is obviously a small town but the sale prices range a great deal for a small community to my surprise.

Looking at the deal, I have two main initial concern/opportunities I don't have much experience and I'd appreciate any input/advice:seller broker marketed implementing Water RUBS as one of the upside (actually factored into NOI proforma in which asking price is based on).

I am located in Alabama and want to know the best course of action when dealing with two tenants and 1 water line.

If so, it's all good but that's not what I was told by my lawyer (not my friend) who represents probably 50% (conservatively) of all the landlords along the front range.

Many a young investor has been skinned alive in them thar waters........Just kidding, they have all kinds of good information.

I found that the property resides in an unincorporated area with no zoning requirements, but city water and utilities can be accessed.Not knowing where to begin we are hoping for guidance on steps. 

So im only responsbile for things out of their control or things that someone living in the home didnt break like a water heater or something like that.

I wouldn't have anything to lose by putting the property under contract and testing the waters but time put into it.

You can get a 4 plex for well below that price range if you are willing to look at Pueblo.
