@David Hodge ground water will run out (the current practice is mining it) and then surface water is the only option.

Your local building inspector (city/county) will be able to advise.A little surface rust isn't bad, but if the conduit has rusted through, you'll need to replace it. 

If house was sealed up it isn't uncommon and may all be surface level, you may be able to treat and seal.

Why install multiple can lights when a single surface mounted ceiling light will do the trick for 10% of the cost, unless you're going for a high end look of course?

Not saying anybody on this thread is dishonest, I believe you guy conduct business in a orderly fashion, but marketing a property goes back to being upfront, JUST ASK.  

If its just surface mold on the sheetrock a good mold/mildew cleaner and some paint will do it.
