Anything that would make it a bit more annoying for random people to come to the area.  

To help guide you... the 3 biggest needs IMO as far as buying apartments are concerned:#1- Finding deals#2- Raising capital#3- Underwriting#4- Random tasks such as due diligence, etc.Since it sounds like you have some sales skills... perhaps you can help people w/ #2?

Even with the distressed look we were going for, people have been randomly stopping and trying to buy / rent it.

I had a friend who did what Robert said above and FHA did a random spot check and when they found out he rented it out and never moved in they called the note- he had 30 days to come up with the 200K he borrowed originally or they would foreclosure and press fraud charges- needless to say he got a loan from family to avoid what could have been a bad situation.
