Oftentimes there is a Utilities Commission (or something similar) for the state that you want to contact and have them investigate.

Attorney fees cost very expensive; I am thinking just to report to authority so they could investigate the incident.

Someone would have to call and report it for them to investigate, but since it was in the extended period that seems to be a non-issue here.

My seller  won't wait 6-9 months, maybe I should get a regular 10 year loan and then investigate re-financing with HUD. 

Once investigated, it turns out most are just total BS. 

If someone makes a good point, I investigate it.

Assuming this property is Class C or D, you might also want to investigate incentives to attract Class B or C fringe tenants that would be okay living in a neighborhood they might usually avoid.Think your way through this instead of panicking!
