You can write up a notice and give it to all tenants saying if you heat your apartment above 72 degrees or have the window open while the heat is on you may be held liable for a 25 dollar fee or something along that line.Check to see how your insulation is in your attic.  

If you are in the middle of your flip, or any degree prior to ready for listing status, and you find an awesome deal that can be the next flip, how can you go ahead & purchase while capital is tied up in the first property?

The number of tenants is a judgement call to some degree...just be consistent with your policy (and ideally have it in place beforehand for future prospects).

I have also seen counter-arguments that advocate jumping in to some degree because that is where you start to learn what it is that you are good at or want to specialize in.
