I am being told by the basement waterproofing companies that installing a pipe that runs for the width of the backyard at the bottom of the hill is not going to be that helpful because say for example if I dig it down to 6 inches, the water behind it could still go under ground below 6 inches and bypass the pipe to hit the basement.

You already know who's living there, what streets are good and bad, and have all the contextual information about local political views, news happenings, "word on the street", etc.So, my suggestion would be to "window shop" for now and learn the local real estate market first.
