In a pro-tenant state you could be completely in the right and the judge favors the tenant when it goes to court.I know tenants say they will not smoke and when it is warm they do it outside usually but when it gets cold they crack doors and windows to smoke.

Should I be concerned about buying fans or a window unit to help them out or should I tell them to get there own fans? 

The windows were in pretty bad shape and I budgeted to replace them, 8 in total for about $2500.

We have one locally that sell doors and windows, as well as trim and many other items.Also, Habitat Restore can often have some good deals.

If I do this how do I protect my self from the heat on and the windows open, or the water running all the time?

Its a condo in a building, therefore, I can not see from its window if anyone still lives in there.
