Now on to your question about how to tell if the property is in the high-risk flood zone. look at the photo I have attached the light blue color symbolizes the high-risk flood zone sometimes you may see an area in orange on this map that is usually the shaded X zone.

For us, "project completion" is defined as the date when all work is complete, all inspections passed and permits officially closed, and the final client walk-through is complete and approved (we complete a preliminary walk-through in the last week of the project to blue tape any remaining issues and create a running "punch list" that is shared with our clients so everyone is on the same page).

If an investment fails (and it can happen to anyone), it's better to be able to say they followed all the "rules" and bought in a prime neighborhood, than to have to explain to the bosses why someone thought buying a run-down apartment complex in a blue-collar part of town was a good idea.
