I wish I had some magic advice to offer-unfortunately not.

Maybe tell the tenant you understand, given the circumstances finding a new place is tough and let this blow over.

Not uncommon to see sub $400 rents on multifamily unfortunately.  

I could see the possibility of making these properties cash flow as a STR but unfortunately Clark County has banned all STR and all 3 properties are within the county.

@Kevin M Finley, the 30 year fixed rate rental loans being offered by private lending firms unfortunately are on a hard pause for the foreseeable future. 

Unfortunately NJ is not allowing non essential businesses to be open, so all the tenants are closed.
