I think there are exceptions if you are forced to move for work (and similar situations) but owner occupying the property for one year is one of the main stipulations for the low down payment FHA loan.

@Joe Scheffold knock on wood but I have not had to file a claim in over 13 years in leasing to students.The main thing to know is that most insurers will not insure your property if it is rented to undergraduate students.
